Recently, the Maoming Agarwood Industry Upgrade Task Force Office officially issued the trial "Export Application Guidebook for Agarwood Products." Agarwood is listed under CITES Appendix II, meaning cross-border trade is governed by an international convention; exporters must first obtain a CITES export permit (Certificate of Permission for Export of Endangered Species) and pass approvals from forestry and customs authorities. Previously, unfamiliarity with the process led many businesses to run between departments and miss shipping windows, raising compliance risk.

The 13-chapter guidebook, with six tables, links plantation registration, certificate of origin, customs filing, CITES permit application, fumigation, and declaration into a closed loop, spelling out who to contact, what to bring, how to do it, and how long it takes. For example, cultivated agarwood registration—village committee public notice, township review, forestry verification—is completed within 15 working days; yield assessment within 10, certificate of origin within 5. Administrative fees for approvals, filings, and permits are waived; businesses only bear market-based costs such as third-party testing and fumigation.
